Better than Fireworks.
Although it looks pretty simple, this program is probably the best image map tool i´ve seen - and i´ve got the new version of Fireworks. Setting up image maps is just a matter of clicking on a section of the page and entering a link - it´s that simple!
Pros: Simple to use, free
Cons: Not much in the way of support, but you don´t really need it.
